the city garbage can in front of Saint Jarleth's Church is used by the homeless people who live in their cars on Pleasant Street at Fruitvale Ave. The city garbage receptacle becomes full immediately and then the garbage is bagged and set on the sidewalk next to the city garbage can. This issue needs a" sit down and think" resolution as this is a daily issue and may not be appropriate for SeeClickFix (or maybe it is.
